Well, as usual I'm answering my own question. You must use
a pipe-delimited text file. A comma-delimited text file is not recognised.

Hi, everyone!
Say I have a review list based on "item location = [whatever]," and I
want to turn it into an Excel spreadsheet listing the items in proper
call number order for the purpose of shelf-reading. If some of my items
have their call numbers in the item record rather than the
bibliographic, is there any way to get the list I want without, at some
point, sorting some of the content by hand? I can't imagine that
someone hasn't made macros, devised tricks, SOMETHING that could make
Excel sort by call number, or show Millennium how to handle the
relationship between item/bib call numbers (I smell 'enhancement
request').
